Hi Silke and Arnulf,
Thanks for the suggestions. I could have used one of those free
desktop GIS software but they don't allow to customize your application
much. As in the case of MapObjects...you build you application as you like
...just include the Map control and Legend control in your application to
display the maps. Anyways ...let me try out the softwares suggested by
Silke. And see how they allow me to do my customization.

I am not aware of any Active X based Free Software tool but there
are several Free Software Desktop GIS which are available for
Windows. Among them are thuban, jump and openev. Each of them could
be a good starting point for your work depending on what you want to
do exactly.
