Search for vpf on freegis.org and you get the three Free Software
products that include code to read vpf:
	OGDI , openmap, vhclmaps

I'd try OGDI over OGR as Frank W. already suggested.

I have experimentally used openmap once, the driver is rudimentary, 
but I got some VMAP1 data displayed.

Vhclmaps seems hard to build on a GNU/Linux system if I remeber correctly.
