Unfortnately it is proprietary software, not having all the four freedoms:

Question 2: Where do I find the teqc source code? Or executables?
Answer:
The UNAVCO Facility does not make the teqc source code available,
except in special circumstances usually requiring a non-disclosure
agreement.
