several older gis applicatioan used to run on computers with
less power that a modern embedded (mobile) device has now.

Apard from GRASS (which was already mentioned in an answer to this post)
the chances are high that other FreeSoftware components can easily
be made to run on modile devices.
E.g. changes are high for Thuban (uses wxwidgets having an embedded page), 
Quantum GIS (uses QT which also has embedded uses) or Jump with Java.
GPSDrive is confirmed to work on mobile devices.
So the compoments are there to take and to adaopt to you use.
(I must admit that I do not know ArcPad, so I cannot say how close
the mentioned components are to its funcationality.)
