[Freegis-list] Open Source in Developing Nations

F.Y.I. from the Information for Development (i4d) news list this week.
Are these the countries/regions most ready to adopt open source GIS as
well? I would have thought that the size of the Indian market for GIS alone
would warrant an national-level initiative on their part to finally divorce
them from dependence on ESRI, et al.
