[Freegis-list] FreeGIS for economical analysis

Hi,
I got introduced to CommonGIS (http://www.commongis.com/).

This system is programmed in Java and features
- thematic mapping
- spatio-temporal mapping
- decition making support (ideal-point analysis)
- various statistic analysis

It is developed by the German research institute Fraunhofer Gesellschaft.
They have a university/ research licence free of charge.
Single desk costs about 1.200 Euro, multi-user 5.00 Euro.

The program mainly amis to serve decition supported analysis e. g. location 
finding for stores, regional marketing analysis ...

My question here:
Does anyone know a similar programm or  setup with FOSS?

(I know *GRASS can do this all* but imagine a tarditional economist sitting 
infront of a command line terminal to compute the weight of a multi criteria 
analysis...)
