you mean from paper?
For that you need a GIS system that allows geo-referencing
capabilities. GRASS [1] is a dood choice.

you mean line data?
MapIt! supports only point symbols.
You might want to try UMN MapServer.

UMN MapServer support (among other many other things)
handling of vector data while MapIt! is designed for
raster maps and point symbols only.
