names of tests and get_quantile (was: gettext)

The following two are names fo special tests, so I had to look them up
and found that the new version is better in both cases.

I have to check the following change more thorougly as
"quantile" is a statistical term and is correct.

	The word quantile has two meanings in probability. Specific
	elements x in the range of a variate X are called quantiles, and
	denoted x (Evans et al. 2000, p. 5). 


	The kth n-tile  is that value of x, say , which corresponds to a
	cumulative frequency of  (Kenney and Keeping 1962). If n = 4, the
	quantity is called a quartile, and if n = 100, it is called a
	percentile.

I have to check later what that function does anywhere, 
it does not seem to get called. Maybe it can be cleaned out...
