Subject: Better transaction handling for postgis

Thuban's postgis support doesn't handle the transactions properly.  All
queries are made withing the same transaction and as soon as something goes
wrong, all subsequent queries result in an error.  Typical error message:

ProgrammingError: ERROR:  current transaction is aborted, commands ignored until
end of transaction block

A number of bugs have been filed for this problem.  I'm going to close all the
existing ones in favor of this new one.  The bugs are:
