preparing for Thuban 1.1

Hi all,

the HEAD branch of Thuban has seen quite a few improvements since the
stable 1.0 branch was created.  It's time to make a 1.1 development
release.

In preparation for that I went through the bug tracker to determine
which of the bugs need to be fixes before the release:

Issues that need to be fixed for a Thuban 1.1 release:

 - PostGIS transaction handling

 - encoding issues in about box and elsewhere.

 - "ZeroDivisionError: float division" in set_view_transform

 - the raster layer opacity isn't saved to the .thuban files.  This
   one's not in the bug tracker.  I've also not found any time to look
   at the code so far.

Noncritical issues that should be fixed nevertheless:

 - Panning with middle mouse button while no tool is active
   I know how to solve this.  It's quite simple.

 - Grid and PostGIS
   not sure what the problem is, so no idea how difficult to solve.
