Probably not.  I think that the basic design of Thuban is correct in
that every layer should expect to have to deal with a scale of
arbitrary value.  It's just that Terraserver has an intrinsic scale of
1, 2, 4, 8, .... meters per pixel, and it only makes sense to work
with them if possible.  If not possible, then rescaling is necessary.

Me neither.  I'll go ahead and implement something and we'll see how
it works!

Yup, agreed.  I'll run with it in my implemementation and see how it
