Subject: tests fail badly when Data with iceland is missing.

Thuban-1.0.1 make 
cd test 
python runtests.py 
you get a huge bunch of errors with lines like: 
 
 self.this = apply(dbflibc.new_DBFFile,args) 
IOError: new_DBFFile failed 
 
There should be a better test if the data is available.
