Hmm Debian also has default encoding "ascii" and also the code
for setting the default encoding in site.py not-enabled.

Here is my Debian testing system:
python -c 'import locale ; print locale.getdefaultlocale(), locale.getlocale(), locale.nl_langinfo(locale.CODESET)'
	('de_DE', 'iso-8859-15') (None, None) ANSI_X3.4-1968

So the problems are more related to the unicode build of wxPython
that Mandrake has.
