ogr: encoding warnings

Hi Nina:
when running tests with python 2.3 I get a couple of enconding warnings.

/usr/lib/python2.3/unittest.py:485: DeprecationWarning: Non-ASCII character '\xfc' in file /mobilehome/bernhard/hacking/thuban/root/thuban/test/../Extensions/ogr/__init__.py on line 31, but no encoding declared; see http://www.python.org/peps/pep-0263.html for details
