Extension wms.py should move to owslib

Deal Thuban-Developers,

after poking around in wms.py (because it is somewhat broken),
Didrik and I sketched the plan to move it to owslib.

The reason is that pyogclib is abandoned (and broken)
and owslib is active. 
Whoever gets first to it, can do the move, but we need to pay attention
that owslib currently is changing its interface - so we might need
to wait for rel-0.3.0.
