Wow, this all sounds good!
About the ascii support, I must admitt that I so far have not fully understood 
all involved issues. We should at least have a document explaining our 
current knowledge and choices.

For input site dbf we should certainly accept more (always latin1)
then for writing it (which should be conservative).
We could also have a look upon how other shapelib aware products like the ones 
from ESRI handle internationalisation.
