To add some information about this, we could just have a look at the
report I made some time ago :

  - update shapelib to support the DBF encoding (see byte 29
of the dbf header (http://www.clicketyclick.dk/databases/xbase/fo
rmat/dbf.html#DBF_NOTE_5_TARGET))
This seems to be more and more used by current gis software (ArcGIS
since 8.2).
   - update pyshapelib so that it convert the output of shapelib
to the locale encoding.

I guess this could probably be an improvement, no ?
