w32 binary v2

Hi guys,

I've updated the w32 binary version 2 of Thuban.

It is now shipped with psycopg2 support and localization works fine.

Tests and reports will be greatly appreciated ;-)

Next step is to integrate it in a installer and solve the problem of the
personal Extensions.

Instructions : 
1) unzip the archive
2) launch dist\thuban.exe (no need for a preexisting python
installation)
