[Freegis-list] ShapeLib and Delphi

Correct. I also started out with the shapelibII.dll, but the interfacing 
has problems with Delphi. Something with the external declarations, I 
guess, though my own efforts to fix it failed. After some searching around 
I found the ShpApi129, which probably rewrote the offending bits, and so it 
works.....
