very slow development

This system -- where every patch to be checked-in must first be vetted
by ... somebody -- works very poorly for me.  I'm all set to write my
Terraserver layer, but first I have to have to force the scale to a
power of two meters per pixel.  To do that, I need the AdjustScale
patch.  It's the end of the work day in Germany, and it's clear that
I'm going to lose another day of development.

What can I do differently to speed up development?  Should I just code
up my layer and throw a huge pile of patches at you?  Is that likely
to work, or is it more likely to cause a big lumpkin of indigestible
patches?
