I did see that in one file.
The new files in Moritz' set did not include headers at all.

This depends on how partical the FLA procedures will be.
In principle we would like to transfer it, if this is easy enough.
Currently it is not easy enough.

Yes!

The only thing that could happen to Thuban is a potential move to GNU LGPL
for the sake of users that need to connect to proprietary formats 
or GIS products. So far we did not seem that to be necessary,
but that might change in the future.
